O-Levels Are Changing in 2027: What Parents and Students Need to Know About SEC G3 English

If your child is in secondary school in Singapore, you may have started hearing a new collection of terms: SEC, Full SBB, G1, G2 and G3.

And if you are wondering, Is the O-Level disappearing? What is SEC? Is G3 the same as O-Level? Is the English examination changing? — you are certainly not alone.

From 2027, Singapore's familiar GCE O-Level and N-Level examination system will be replaced by the Singapore-Cambridge Secondary Education Certificate (SEC).

For students taking English at G3, today's GCE O-Level English Language 1184 will become SEC G3 English Language K300.

That sounds like a major overhaul. The reassuring news is that, for English, much more is staying familiar than the new terminology might suggest.

Here is what parents and students need to know.

What Is the Singapore-Cambridge SEC?

SEC stands for Singapore-Cambridge Secondary Education Certificate.

From the 2027 graduating cohort, the separate Singapore-Cambridge GCE N(T)-Level, N(A)-Level and O-Level examinations will be combined under one national certification framework: the SEC.

Students will sit individual subjects at one of three subject levels — G1, G2 or G3 — and receive an SEC certificate reflecting both the subjects they took and the level at which each subject was examined.

The SEC will continue to be jointly examined and awarded by the Singapore Examinations and Assessment Board (SEAB), Singapore's Ministry of Education (MOE) and Cambridge International Education.

Importantly, SEAB states that there is no change in the overall standards of the examinations as a result of the move to SEC.

Why Is Singapore Replacing the O-Level and N-Level System?

The SEC is part of Singapore's move towards Full Subject-Based Banding (Full SBB).

Under the previous system, most secondary students were broadly classified as being in Express, Normal (Academic) or Normal (Technical).

Full SBB changes that philosophy. Rather than defining a student by one academic stream, students can take different subjects at different levels according to their strengths, learning needs and progress.

So a student need not be thought of simply as an "Express student" or "Normal Academic student". The emphasis shifts towards the level at which the student takes each individual subject.

Is G3 the Same as O-Level?

This is likely to become one of the most common questions among Singapore parents. The simplest answer is: G3 broadly corresponds to the current O-Level standard.

For English, SEAB's 2027 syllabus listing makes the transition clear:

This does not mean that G3 English is simply a new nickname pasted onto O-Level English. It sits within a different overall secondary-school and certification framework.

Parents should also not assume that everything their child has been preparing for has suddenly become obsolete.

Is the O-Level English Exam Format Changing in 2027?

Here is the reassuring answer: the introduction of SEC does not, by itself, change the examination format.

What Is Changing for O-Level English?

One practical change deserves parents' attention.

Under the SEC timetable from 2027, the English Language written examinations will be held in September, alongside the Mother Tongue Language written examinations. Most other SEC written examinations will begin in October.

English arrives earlier in the examination season. Effective preparation needs to begin well before September.

Will the Standard of G3 English Become Easier?

Parents may understandably wonder whether replacing Express, N(A) and N(T) with G1, G2 and G3 means examination standards are being lowered.

SEAB says there is no change in the overall standards of examinations under the SEC.

For G3 subjects, the familiar grading scale also remains: A1, A2, B3, B4, C5, C6, D7, E8 and F9.

Students preparing for SEC G3 English should therefore not interpret the new certificate as a reason to prepare less rigorously. Strong language skills will continue to matter.

What Skills Will Students Need for SEC G3 English?

This is where parents should look beyond the alphabet soup of SEC, SEAB, SBB, G1, G2 and G3.

Names and subject codes change. The underlying challenge of mastering English does not.

To perform strongly in G3 English, students still need to be able to:

• understand exactly what a writing question requires;
• adapt language to purpose, audience and context;
• generate and develop compelling ideas;
• organise writing coherently;
• use vocabulary accurately and appropriately;
• understand texts at literal, inferential and evaluative levels;
• recognise how writers use language for effect;
• select, synthesise and paraphrase information for Summary Writing;
• listen critically and accurately; and
• communicate ideas confidently in spoken English.

These are not merely examination tricks. They are language and thinking skills.

My Child Is Sitting for O-Levels in 2026. Does SEC Affect Them?

No. Students in the 2026 graduating cohort continue to sit the existing Singapore-Cambridge GCE O-Level examination. The SEC applies from the 2027 graduating cohort.

For current Secondary 4 students sitting the 2026 O-Levels, preparation should therefore remain focused on the existing O-Level requirements.

For younger students who will graduate from 2027 onwards, parents should begin becoming familiar with SEC and the G1/G2/G3 terminology.

My Child Is in Secondary 3 Now. Will They Take O-Level English or SEC G3 English?

Students graduating in 2027 and thereafter will sit for the SEC rather than the existing separate O-Level and N-Level examinations.

In 2027, a student taking English at G3 will therefore sit SEC G3 English Language, subject code K300.

Does SEC Affect JC Admission?

There are related changes ahead for post-secondary admissions, although these should not be confused with the SEC examination itself.

From the 2028 admissions exercise, the criteria for Junior College admission will change, including a move from the familiar L1R5 to L1R4 aggregate.

For families planning a JC pathway, it is therefore increasingly important to understand not only grades but also the subject levels at which relevant subjects are taken. What About IP Students?

Students in Singapore's Integrated Programme (IP) generally follow a different pathway. The IP is designed to allow students to progress through a six-year secondary and pre-university programme without sitting the traditional O-Level examination at Secondary 4.

How Should Students Prepare for SEC G3 English?

The temptation whenever an examination changes its name is to hunt immediately for a new set of worksheets. That misses the point.

For G3 English, students should concentrate on building transferable mastery across the major areas of the examination.

1. Master Situational Writing

Students need to understand purpose, audience and context, and write in the manner instructed — usually persuasively.

2. Develop Stronger Continuous Writing

Good writing requires more than impressive vocabulary. Students need ideas, structure, development, control of language and the ability to engage a reader.

3. Learn How Comprehension Questions Work

A student can understand a passage and still lose marks because they do not know the technique, and the answer does not address precisely what the question is testing. Learning to recognise question demands is crucial.

4. Strengthen Summary Writing

Students need to identify relevant points, synthesise information, paraphrase accurately and remain within the word limit.

5. Build a Working Vocabulary

Vocabulary becomes useful only when a student can select the right word for the right context. The objective should be precision and range — not scattering impressive-looking words across an essay in the hope that an examiner will be dazzled.

6. Prepare for Oral Communication

Students should practise developing ideas spontaneously, explaining opinions, responding thoughtfully and communicating with confidence rather than memorising scripted answers.

Does My Child Need SEC G3 English Tuition?

Not every student automatically needs tuition simply because the examination system is changing. A more useful question is:

Does my child know where he or she is losing marks — and how to fix it?

A student may benefit from targeted English coaching if he or she:

• works hard but remains stuck at roughly the same grade;
• struggles to generate or develop ideas;
• repeatedly loses marks in comprehension despite understanding the passage;
• finds paraphrasing and Summary Writing difficult;
• uses vocabulary awkwardly or imprecisely;
• receives feedback such as "elaborate more" without knowing how;
• lacks confidence in oral communication; or
• does plenty of practice but cannot identify why performance is not improving.

The objective should not simply be more practice. It should be better diagnosis, better understanding and more purposeful practice.

SEC G3 English vs O-Level English: The Bottom Line

If all the new terminology feels overwhelming, remember these four things:

The name is changing. The need to read critically, think independently, write effectively and communicate confidently is not.

For students, those abilities remain the real advantage — in the SEC examination, in Junior College or Polytechnic, and well beyond school.
